Strategies for effective departmental leadership
Current and aspiring heads of modern foreign language departments should be familiar with the HIAS booklet Effective secondary departments June 2000 published in the series Supporting school improvement.
It has become clear that leadership is not only an essential feature of effective departments but that it is quality quite distinct from management.

"A leader is someone who is able to develop and communicate a vision which gives meaning to the work of others" (Understanding organisations, Charles Handy, 1993)
Effective departments talk to each other in detail and at length about what they do, why they do it and how they can do it better. They have well defined, understood and implemented routines and systems.
They have a core purpose; a team atmosphere and an evaluative ethos. Pupils matter, expectations are modelled and improvement is seen to involve change.
Effective subject leaders are driven to do better wanting the best for their pupils and a high profile for their subject in the school. They have a vision for an effective learning and teaching environment in which they support teachers to do well, give support to individuals and provide frameworks and documentation.
School leaders and managers create the conditions for effective subject departments to thrive and feel supported through the ethos of the school, school-wide systems and practices, deploying individual strengths more widely and through effective line management.
